Every business is different – most “startups” launched each year in the US won’t take outside equity capital (small businesses, lifestyle businesses, etc) – you have to figure out what you want to build and what your team wants to do and chose the appropriate path.

The cost of starting a generic web app that receives a decent chunk of traffic is approximately around $15,000, mostly for cloud storage and hosting. Most new startups that I religiously follow were usually started by a couple of smart tech guys and at least one person who understands marketing online. Even before you start bothering about the budget though, just go out there and build a prototype. Few of the best angels/VCs bother with business plans; they all want to see what your product will actually look/feel like. And you really don't need much of a budget to get a working prototype up and running
