What are your insights on evaluating whether to hire a new employee?

Hire a new employee before the people doing the function quit, but not until they threaten to do so. Engineers, Marketing and to a lesser extend BD/Sales should always be deeply underwater, but not so far underwater that they cant see the surface.

And hire slow, fire fast.
